Eltopia Washington is a city in Southeastern Washington, part of Franklin County. Back in the 1850s settlers began arriving to the region and establishing homesteads. Some of the first to come to the region were cattle ranchers who wanted the vast rangelands that were available. There were also many who came as part of the gold rush looking for gold in the Columbia River at Ringold. Many of the cities in Franklin County were established in the early 1900s but Eltopia has never been officially incorporated as a community. There is an interesting story behind the naming of Eltopia. Many years ago, there were many railroad workers in the community, and a lot of work had been done in building the town when a good storm came through and washed away some of the work they had been working on. One of the workers commented that “There will be hell to pay.” After that Eltopia was referred to as “Hell to Pay” until residents thought it would be best to go by a slightly different name, so Hell to Pay turned into Eltopia.
